The chemical industry operates under extreme regulations for hazardous substances. gateChemicalHazmat immediately locks physical logistics chains when regulatory thresholds are breached, this is the direct forensic shield for executives against the tightened environmental criminal law.

Up to 10 years imprisonment
EU Directive 2024/1203, the Chemicals Act, and §330a StGB threaten up to ten years imprisonment for toxic release. An active T=0 lock prevents the illicit gain from ever arising, without illicit gain no disgorgement is possible under §30 OWiG (new).

Every cluster is dispositive (material_block_mode: true), a hit blocks bindingly, not merely for documentation. That is the default in these C-level prison industries.

Checks the REACH registration number (format 01-2119472313-36-XX), SVHC status, and the Annex XIV authorisation requirement, as well as safe-use conditions.

Checks whether the stored quantity falls between the lower (50t) and upper (200t) thresholds of the Seveso III Directive, and whether a valid safety report exists.

Fatal test case: toxic concentration above the limit
A measured concentration of 4.8 ppm against a limit of 1 ppm triggers BLOCK_C4_ENV_CRIME_TOXIC_LIMIT_EXCEEDED. The T=0 lock prevents the physical release before it occurs, no illicit gain arose = €0 disgorgement under §30 OWiG (new).

Cryptographic chain continuation
Every test produces a deterministic receipt_id (VAR-CHEM-{TENANT}-{SEQ}), an input_snapshot_hash, an HMAC-SHA256 signature, and a merkle_link to the previous receipt. Persistence occurs in the ChemicalHazmatReceipt entity with a 10-year retention period.

⚠ BILL, NOT YET IN FORCE
EU Directive 2024/1203 has been adopted at EU level since April 2024. Its national implementation, including §30(2a) OWiG (new), is the government bill BT-Drs. 21/6133, currently with the Bundestag committees. No entry-into-force date is confirmed. Cluster 4 prepares operators for the foreseeable legal position, but does not replace current legal advice.

What gateChemicalHazmat is not.

  • Not automatic recognition by ECHA or an environmental authority. The gate delivers a cryptographic proof, not a regulatory approval.
  • Not an independent environmental measurement system. The gate checks submitted readings, it does not perform its own analytics.
