gateDELaws — German Cross-Sector Compliance Gate

Sixteen frameworks, one verdict.

gateDELaws is the central German cross-sector gate. It checks every German transaction simultaneously against sixteen national legal frameworks, executed in parallel, and is the forensic anchor for the SLE attestation under §30(2a) OWiG (new). It complements the sector-specific gates, it does not replace them.

In one sentence: gateDELaws runs every applicable sub-gate in parallel and blocks the overall result the moment a single active sub-gate returns block.

No sector gate correctly checks cross-industry law.

gateBankingCompliance, gateRealEstateTransactions, or gateGovernmentActs check isolated sectoral aspects. But frameworks such as the Money Laundering Act, the GDPR, or the Supply Chain Due Diligence Act apply across every industry, in every German jurisdiction. gateDELaws closes exactly that gap, as a parallel, standalone review system.

Deterministic timestamp mandatory
Requests run over POST only, the caller must be authenticated (base44.auth.me), and an assignable deterministic timestamp (submission_ptp_timestamp) is mandatory. If it is missing, the gate responds with HTTP 400 and the code DETERMINISTIC_TIMESTAMP_REQUIRED, so that no system clock can enter the decision logic.

Sixteen frameworks, executed in parallel.

Every sub-gate returns three things: a result (pass, warn, block), a list of errors with severity and rule reference, and an applicable: true|false marker. Non-applicable sub-gates are not included in the aggregation. Frameworks 11 and 16 (marked with ★) are the forensic special frameworks for defensible C-level evidence.

One block is enough.

The overall result is determined as follows: at least one active sub-gate with block yields block, otherwise at least one warn yields warn, otherwise pass. The gate additionally returns blocked_frameworks, warned_frameworks, flags_count, frameworks_applicable, the canonical rule_refs, and the SLE attestation with European origin EU_RL_2024_1203_ENVIRONMENTAL_CRIME_RL.

⚠ §30(2a) OWiG (new) — Bill, not yet in force
The basis is a government bill implementing the EU Environmental Crime Directive 2024/1203. No entry-into-force date is confirmed. The fine framework of up to €40 million plus disgorgement and the SLE attestation are already technically operative, they prepare for the foreseeable legal position but do not replace current legal advice.

What gateDELaws is not.

  • Not automatic recognition by BaFin, the BSI, or a court. The gate delivers a cryptographic proof, not regulatory admission as evidence.
  • Not a replacement for the sector-specific gates. gateDELaws complements gateBankingCompliance, gateRealEstateTransactions, and gateGovernmentActs, it does not replace them.
