gateEULaws — Supranational Execution Gate

gateEULaws bundles the horizontal regulations of the European Union that sit above every sector-specific gate, and enforces them deterministically at T=0. Support for portfolio companies and regulators, never a replacement for a regulator's own recognition as evidence.

Horizontal regulations sit above the sector gates, not beside them.

The EU AI Act threatens penalties of up to €35 million or seven percent of worldwide turnover. No sector-specific gate checks this correctly in isolation, because the duty applies across every industry. gateEULaws closes exactly that gap.

Applicable as soon as an algorithmic model is used for creditworthiness assessment or property valuation. If the model is classified as high-risk AI, the official conformity hash from the EU database must exist.

The European escalation of the supply chain act from 1,000 employees. If the supply chain breaches EU environmental thresholds, the system blocks capital flow to the supplier immediately, no WARN path.

When two legal orders contradict each other.

gateEULaws does not run in isolation. A dedicated collision resolution module checks after every evaluation whether a transaction also falls under gateUSLaws, and deterministically resolves four known conflict patterns instead of merely documenting them side by side.

EU Blocking Regulation vs. US sanctions. If the affected US norm is on the blocking-statute annex list, the EU norm automatically prevails, unless an EU Commission exemption (Art. 5(2)) exists as a hash. Without exemption: BLOCK of the US compliance action, not the transaction.
TRANSATL_C2 · DSGVO VS. FATCA
GDPR third-country transfer vs. FATCA reporting duty. Without a standard contractual clause or adequacy decision, the IRS report is suspended until the GDPR transfer basis is supplied. GDPR prevails as a fundamental-rights norm.
TRANSATL_C3 · DATA ACT VS. EAR
Data Act portability duty vs. US export control for dual-use data. Without an EAR licence exception, the portability duty is suspended, export control prevails.
TRANSATL_C4 · OFAC VS. CSDDD
Not a genuine conflict of norms, but a hierarchy. If a supplier appears on the OFAC sanctions list despite passing the CSDDD check, the system blocks regardless of the CSDDD result. Sanctions law always prevails.

In addition to the individual results, the collision module returns an object with conflict_detected, pattern_matched, prevailing_norm, and resolution_hash. This forensically documents which legal order prevailed in a conflict and on what basis.

What gateEULaws is not.

  • Not automatic recognition by the EU Commission or a national authority. The gate delivers a cryptographic proof, not a regulatory declaration of conformity.
  • Not a replacement for the sector-specific gates. gateEULaws adds the horizontal layer on top, it does not check the sectoral individual duties itself.
