The Joint Financial Intelligence Unit is a joint body of the Hong Kong Police Force and the Customs and Excise Department, not a purely financial regulator. gateHKAMLO checks the JFIU filing as its own cluster, separate from HKMA/SFC alignment.

MLRO as a Hong-Kong-specific designation, not interchangeable
The Money Laundering Reporting Officer is the Hong Kong-specific designation for the compliance officer, with its own legal anchoring in Schedule 2. The gate checks the designation under this exact name, not as a generic placeholder.

Cryptographic chain continuation
Every test produces a deterministic receipt_id, an input_snapshot_hash, an HMAC-SHA256 signature, and a merkle_link to the previous receipt. Persistence occurs in the gateHKAMLOReceipt entity with a 10-year retention period.
