gateIHR — Zoonotic Import Health Gate
// IMMO.QUICK · GATEIHR · WHO IHR 2005 · WTO-SPS · EUDR ART. 9

No goods intake, without an animal health certificate.

gateIHR forensically seals that a zoonotic-risk goods intake passes four clusters, animal health certificate, WHO reporting capacity, WTO-SPS risk assessment, and EUDR geo-data consistency, before clearance at T=0. Support for importers and customs authorities, never a replacement for veterinary border control itself.

In one sentence: gateIHR checks every zoonotic-risk goods intake against international health regulations and scientific risk assessment, before the goods are cleared.
✓ RELEVANT IF...
  • You import agricultural or animal products with zoonotic risk from third countries
  • You need to prove geo-data consistency between deforestation checks and animal-health origin
✕ NOT RELEVANT IF...
  • You expect the WHO to automatically recognise the result as entry clearance
  • No goods intake with zoonotic risk is involved
// The problem

The next pandemic begins at a goods border, not in a laboratory.

The IHR 2005 require reporting capacity and scientifically grounded risk assessment under the WTO-SPS Agreement. gateIHR checks both requirements together with EUDR geo-data consistency before every clearance.

EUDR consistency as the fourth, linking cluster
A zoonotic risk and a deforestation question often concern the same farm. The gate checks whether the geo-data of both reviews are consistent, rather than treating them separately.
// Architecture

4 clusters, checked sequentially.

Every cluster is dispositive (material_block_mode: true), a hit blocks bindingly, not merely for documentation.

CLUSTER 1
Animal Health Certificate
Checks the veterinary certificate of origin under IHR Art. 5 (Notification).

CLUSTER 2
WHO Reporting Capacity
Checks national surveillance and the 24-hour WHO notification under IHR Art. 6.

CLUSTER 3
WTO-SPS Risk Assessment
Checks the scientific risk assessment under WTO-SPS Agreement Art. 5.

CLUSTER 4
EUDR Geo-Data Consistency
Checks the consistency of geo-data between the deforestation check and the animal-health origin under EUDR Art. 9.

No case, no doubt
Every cluster returns its own sealed result. A single hit in an active cluster is enough to block the overall action.

Every test produces a deterministic receipt_id, an input_snapshot_hash, an HMAC-SHA256 signature, and a merkle_link to the previous receipt. Persistence occurs in the gateIHRReceipt entity with a 10-year retention period.
// Clarification

What gateIHR is not.

  • Not automatic recognition by the WHO or a national customs authority. The gate delivers a cryptographic proof, not entry clearance.
  • Not a replacement for veterinary border control. The gate seals the documentary check, it does not replace physical inspection.

For importers and customs authorities that want to make zoonotic risk review provable.
