gateJFSA — Japan AML / KYC Decision Gate
// IMMO.QUICK · GATEJFSA · TRANSFER OF CRIMINAL PROCEEDS ACT 2007 · JAFIC

JAFIC and METI, sealed in one chain.

gateJFSA forensically seals that a Japanese reporting entity passes thirteen parameters of the 2007 Act on Prevention of Transfer of Criminal Proceeds, with JAFIC filing and METI sanctions screening. Support for JFSA-regulated institutions, never a replacement for the Financial Services Agency's own recognition.

In one sentence: gateJFSA checks thirteen parameters of Japanese AML law and combines JAFIC filing with METI sanctions screening, which applies in addition to UN sanctions.
✓ RELEVANT IF...
  • You are a JFSA-supervised financial institution in Japan
  • You need to demonstrably monitor the 100,000 yen occasional-transaction threshold
✕ NOT RELEVANT IF...
  • You expect the JFSA to automatically recognise the result as a complete filing
  • No Japanese reporting entity or duty under the 2007 Act is involved
// The problem

Two sanctions lists, national and international, must not be collapsed into one.

The METI (Ministry of Economy, Trade and Industry) sanctions list is Japan's national sanctions list, in addition to UN sanctions. gateJFSA checks both separately, so a hit on one list is never masked by a clear result on the other.

JAFIC as an independent, specialised reporting unit
The Japan Financial Intelligence Center is Japan's specialised financial intelligence unit, separate from the JFSA itself. The gate checks the JAFIC filing as its own cluster, not as a sub-item of general supervision.
// Architecture

4 clusters, checked sequentially.

Every cluster is dispositive (material_block_mode: true), a hit blocks bindingly, not merely for documentation.

CLUSTER 1
CDD & UBO
Checks customer due diligence at 100,000 yen or more and beneficial owner identification.

CLUSTER 2
JAFIC Filing
Checks suspicious transaction filing with the Japan Financial Intelligence Center.

CLUSTER 3
METI + UN Sanctions Screening
Checks separately against the METI sanctions list and UN sanctions lists.

CLUSTER 4
Retention & Compliance Structure
Checks the 7-year retention period and the documented compliance structure under the 2007 Act.

No case, no doubt
Every cluster returns its own sealed result. A single hit in an active cluster is enough to block the overall action.

Every test produces a deterministic receipt_id, an input_snapshot_hash, an HMAC-SHA256 signature, and a merkle_link to the previous receipt. Persistence occurs in the gateJFSAReceipt entity with a 10-year retention period.
// Clarification

What gateJFSA is not.

  • Not automatic recognition by the JFSA. The gate delivers a cryptographic proof, not regulatory confirmation.
  • Not a replacement for the actual filing with JAFIC. The gate seals the pre-check, it does not itself file with the reporting unit.

For JFSA-regulated institutions that want to make combined JAFIC and METI screening provable.
