ADR free limits are fixed table values. The CSDDD has two bi-temporal windows with different thresholds. CBAM has a de minimis threshold, a start date, and its own certificate purchase window. Cleanly separating these three logics within a single review is the core of the gate.
The Omnibus thresholds are only legally binding from 26 July 2029. Below the thresholds or before that date, no Omnibus duty exists. The gate produces an explicit disclosure note in this case, not an unprompted compliance claim.
