This cluster does not assess the sporting correctness of a decision, that remains an untouchable factual ruling. It checks exclusively whether the prescribed procedural sequence under the IFAB Laws of the Game and the IFAB VAR Protocol was followed, as a standalone compliance attestation separate from the sporting outcome.
