The gate keeps different determinations separate so that a positive result in one domain is not automatically read as permission in another.

Encoded KYC, AML and relevant source-context conditions remain bound to scope and source.
Sanctions determination
Sanctions states are bound to party, source, time and concrete action.
Transaction context
Amount, instrument, counterparty, jurisdiction and other encoded conditions can be explicit dependencies.
What the gate can — and cannot — do.
CAN
- deterministically evaluate encoded banking conditions
- bind source, scope, time and state context
- surface missing or conflicting dependencies
- produce evidence for the concrete determination
CANNOT
- create a banking licence or supervisory decision
- guarantee legal admissibility
- guarantee all external facts are complete or correct
- create an execution right or capability on its own
Gate PASS is not Execution Permission.
Only complete closure of Authority, Rule, Jurisdiction, Time and Dependency can establish a valid Execution Right state. The capability follows that state — not the gate alone.
