The allocation of state subsidies and EU funds is highly error-prone and permeated by fraud. gatePublicSubsidies makes disbursement dependent on cryptographic milestones, the money is deterministically blocked if identities are not verified via the EUDI wallet or ESG evidence is missing.

The official is structurally exonerated
§264 StGB (subsidy fraud) targets the releasing official personally. Because the T=0 disbursement lock physically prevents the triggering action, the official is structurally exonerated, EU repayment claims are avoided, and NextGenerationEU billions are deterministically protected.

Cryptographic chain continuation
Every test produces a deterministic receipt_id (VAR-SUBS-{TENANT}-{SEQ}), an input_snapshot_hash, an HMAC-SHA256 signature, and a merkle_link to the previous receipt. Persistence occurs in the PublicSubsidyReceipt entity with a 10-year retention period.

  • Not automatic recognition by the EU Commission or a state authority. The gate delivers a cryptographic proof, not a regulatory funding commitment.
  • Not an independent grant-management system. The gate seals the disbursement check, it does not replace an existing funding-programme portal.
