The Data Governance Act Gate does not create authority over data. It determines whether the encoded governance conditions governing intermediation, transfer safeguards and altruistic data use are satisfied.
It does not independently create, grant, deny or modify an Execution Right. Its resolved domain state and evidence may contribute to the Execution Rights Graph.
Domain Determination results are bound to their Rule State, Gate version and evidence context for independent technical and forensic review. Evidence does not create Authority. Authority remains externally grounded and separately proven.
