The starting point is simple: a login proves identity. A role describes access. A signature may prove origin or integrity. A gate may evaluate state. An AI agent may propose an action. None of these facts alone proves that the exact effect is currently authorized.

Access control asks whether an actor may use a technical path. Execution Rights ask whether the exact consequence is authorized under current institutional state.
