PROVIDER CLASSIFICATION
Telecommunications is not one provider type.
The tenant logic distinguishes provider roles because a mobile network, internet access service, number based communications service and number independent messenger expose different surfaces, obligations and authorities. Multiple roles can be active at the same time.

The baseline includes TKG service classes, current German BSIG and NIS2 implementation, TDDDG, GDPR, ePrivacy, EECC, and TKÜV, StPO and G 10 where lawful access actually applies. DORA remains a cross sector dependency rather than original telecom law.

Lawful Access is modeled as a distinct authority origin. Issuing authority, legal basis, order ID, target, scope, purpose, start and end time, jurisdiction, recipient and termination state are bound to the execution closure.

TENANT PROVISIONING
Telecom is SECTOR_REQUIRED, but not every provider receives the same controls.
The Tenant Governance Compiler sets Endpoint Authority to SECTOR_REQUIRED for Telecommunications. Additional modules are derived from provider classes, remote access, criticality, lawful access obligation, interoperability and other activities. Multi sector tenants always retain the strongest applicable requirement.
