DIGITAL EXECUTION REQUIRES MORE THAN ACCESS.
AI classification, data-access conditions, cybersecurity obligations and telecommunications rules can each affect a defined action. None of them, alone, creates the authority to execute. immo.quick resolves encoded domain state and binds it into the Execution Rights process.

AI, Data & Digital Systems: sector controls in institutional context
This sector page now anchors its relevant control families in the actual institutional workflow rather than treating gates as a detached catalog. The purpose is to show what each control contributes, which data and dependencies it requires, and how a material block affects the final execution state.
SECTOR PROCESS · ARCHITECTURE OVERVIEW
From a domain finding to a permitted action
An AI or security finding is not automatic permission to transfer data, change systems or cause external effects.
01 · INPUT & CONTEXT
What action is proposed, by which actor, on which object and at what time?
02 · DOMAIN CHECK
Applicable rules and data sources determine the domain state; a gate finding remains an input.
03 · AUTHORITY & RIGHTS
Legal basis, competent authority, scope, time and dependencies must be valid for the specific action.
04 · EXECUTION & EVIDENCE
Only a valid execution right permits a protected action; evidence records determination and execution status separately.
ILLUSTRATIVE MODEL · Not a live receipt or universal legal clearance. A positive gate check alone does not grant an execution right.
SECTOR GATE FAMILIES
Applicable control domains
The gate names below map publicly documented controls to this sector. Actual availability for a tenant is determined separately by institutional onboarding and valid Execution Rights.

This mapping is neither a legal clearance nor a guarantee that every control is active for every tenant.
Four infrastructure layers. Different authority sources.
The sector surface groups related Determination Domains without collapsing them into a single gate or a single legal conclusion.
AI System State
Prohibited-practice conditions, high-risk classifications, transparency obligations and GPAI-provider dependencies.
Data Access & Governance
Encoded conditions governing access, sharing, portability, intermediary roles and data-governance dependencies.
Cybersecurity State
Incident, materiality, reporting, resilience and security-control states that can become authorization dependencies.
Telecommunications State
Network, service, security, regulatory and jurisdiction conditions relevant to a defined telecommunications action.
Validity at Execution
A determination is evaluated against the applicable state and time window, not treated as timeless permission.
State-Bound Evidence
Relevant domain evidence is bound to the defined state so later verification can distinguish determination from authorization.
Domain state enters authorization. It does not replace it.
Nine gates. One sector surface. No invented authority.
Five dimensions must close.
Execution rights in AI, data and cybersecurity
AI governance at the execution boundary: separate agent capability from authority and control protected API, data and system effects.
An AI agent recommends an action and has API access. Neither establishes a valid right to trigger the effect.
The difference: a dashboard displays information and a log records events. The additional control question is whether the specific action may take effect under current conditions at the integrated execution path. A positive checking result alone is insufficient. Effectiveness must be accepted for the actual target systems and execution paths.
