gate0CoreDispatch is the scheduled core dispatch for the Enforced Edge Grid, without user context. It establishes whether an execution intercepted at the edge can be durably, deterministically re-executed in the core without side effects, independent of the original calling context.
This gate performs deterministic domain determination only. execution_authority: false. Complete execution authorization requires closure through the central Execution Rights Graph.
