An ESG violation does not block the transaction
A violation of sub-gate 3 returns REAL_ESTATE_DELTA_FLAGGED, not a block. This is the finer distinction: a property can be legally transferred even if ESG criteria are not met, it simply does not receive a sustainability attestation. An ESG violation is not a money-laundering or sanctions violation.
